Founded in 1870, it is part of the British Consulate General's complex in Fuzhou, consisting of basement and ground level buildings. It is a Western style building with a mixed structure of brick, stone, and wood, with a total area of 450 square meters. This building was originally a residential building and was once equipped with a prison cell in the early days. After the outbreak of the Pacific War in World War II, the building was handed over from the British side to the Chinese Navy as an office and barracks. After the establishment of the People's Republic of China, it served as a dormitory for employees of Mawei Shipyard.
